Strategic Build-Operate-Share (BOS) Partnership: High-Throughput Molecular Oncology Lab

MVR Cancer Centre, managing 10,000 new cancer cases annually, invites Expressions of Interest from internationally accredited organizations for a Turnkey Build-Operate-Share (BOS) partnership to establish and operate a State-of-the-Art Molecular Oncology Laboratory at par with world standards at the campus

Project Mandate: Turnkey BOS Model
This is a non-procurement, long-term partnership where MVR Cancer Centre provides the dedicated physical space and high-volume clinical pipeline. The selected partner will execute the full turnkey build and operate the facility for an agreed contract duration, with income generated being shared between the partners.
Partner Responsibilities (Build & Operate Phase):
The partner must deliver a complete, accredited facility, operational from Day 1, covering:

* Facility & Infrastructure: Design, construction, and certification of the contamination-controlled environment, including unidirectional workflow and specialized air pressure systems.

* Equipment & Automation: Supply, installation, calibration, and validation of all high-throughput platforms: NGS systems CGP, Liquid Biopsy, Digital dPCR, qPCR, and automated liquid handlers. The partner retains the responsibility for equipment maintenance and upgrades throughout the operating period.
* Digital Integration: Supply and management of the LIMS and Bioinformatics Pipeline for data analysis, secure storage, and clinical reporting.

* Accreditation & QA: Achieve and maintain international accreditation CAP or ISO 15189 and establish comprehensive QA/QC protocols.
* Staffing & Operations: Provide the necessary scientific, technical, and bioinformatics FTEs required to operate the lab efficiently.

Financial Structure:
* MVR Contribution: Dedicated laboratory space and access to the entire clinical oncology caseload.
* Partner Contribution: Full capital investment for the turnkey setup and all operational expenditure.
* Revenue Model: Income generated from testing will be shared as per a commercial agreement, subject to negotiation.

Submission Details
Interested organizations must demonstrate strong financial capacity and proven experience in delivering full turnkey and managed service molecular diagnostics projects. Submissions should outline their proposed technical solution, the intended operational model, and financial readiness for this Build-Operate-Share model.
